Andorra is accessible from a number of airports, all of which are about 2.5 hours by car or bus with Barcelona being the most accessible and nearest at about two and a quarter hours from the border. The main airport that serves Andorra is Barcelona. Although the same distance from Toulouse the access to and from Andorra requires navigation over the pass on the French side which is windy and windy and in winter can be closed due to avalanche risks. Barcelona is better served by transport as you will see below.
As from December 17th 2021 there is now a twice weekly direct flight from La Seu Andorra Airport to Madrid !!

There are hire cars in Andorra, Avis and Europcar amongst others. I generally advise to look for a deal from your arrival airport if you are looking at hiring a car, rather than getting the bus here and then hiring. Please check with the car hire company that you have notified them you will be visiting Andorra just to avoid and small print problems.
WARNING FOR GPS USERS!
If you are driving and have GPS, beware! Please ensure you enter Andorra and confirm Principat D'Andorra, or Andorra La Vella, or at least check that you are heading north, away from the sun. The reason being is that there is another town way down south in Spain called Andorra, and believe me you do not want to go there!
I recommend the route via Calaf and Ponts. The GPS will insist that you go via Berga but I recommend the route through Ponts. I have been told that to enter Ponts in the GPS you may need to enter " El Ponts" . ANDBUS
This is an excellent door to door minibus service that has proven over the years to be 100% reliable regardless of your time of departure or arrival. It has seven departures from Andorra to the airport and seven returns. Fares start from 56 euros return and you can book online here easily here.
DIRECTBUS
Another reliable service with over 10 return trips everyday to the airport. This is not a door to door service but can provide alternatives to the Andbus schedule if flights do not coincide with bus times. The service is routed via the main railway station in Barcelona and so is 30 minutes or more longer in journey time. Fares start from 59 euros return and you can book online here easily.
In fact this is your nearest airport at La Seu,
But it has been trying to open since 1985 and still trying. Barcelona airport still is the best route.

Crime Warning Barcelona
Barcelona now has the unfortunate title of the crime capital of Europe.
Please exercise extreme caution, do not leave bags even beside you without a firm grip on them, be aware if any stranger starts asking directions, and be very very cautious at petrol stations.
Fortunately Andorra remains an oasis and is virtually crime free, but people become complacent on their return through Barcelona !
